LangLib update

I released an update to the LangLib to version 1.0.0.4.

This update is related to the article I recentry released SQLite – conditional loading.

And to the next program/library…

• Moved to conditional loading on System.Data.SQLite. This removes the need to create separate x86/x64 binary releases.
